It is probably because of the amount of stress that would be placed on the hitch by the flexing of the spring bars. It could also be because of the possibility of it twisting when the truck is at a different lateral angle to the trailer. All the flexing would eventually cause something to fail, either the hitch head, or the receiver itself.

Rough roads would cause a weight-distributing hitch to constantly shift the distribution of weight between trailer/front axle/back axle, using the hitch receiver as the point though which that torque is applied. The longer the trailer, heavier the trailer, and the faster speed driven would increase the force being moved through the trailer receiver. This trailer would be near or quite possibly over the capacity for truck payload, truck axle weight, and GCVW. Place a long trailer (which gives greater leverage) at or above the truck's rating, onto the truck on a rough road too fast is like putting a socket and 3/4" drive breaker bar with a pipe extension on a rusted bolt and rapidly pulling back and force. Eventually, something is likely to break. A WDH is never going to be a solution to overloading.

That "split" one pictured might have been a welding shop special or just a poorly built aftermarket one.

Whether or not you want to get 10,000 lbs behind a 2007 F150 I'll leave for the "weight police" to comment on.

The hitch pictured on the original post looks like the factory hitch on my early model 2007 Ford Sport Trac.
