I use a WDH on my boat trailer(24' Wellcraft Cuddy Cabin) and there is not an issue. However, the problem is how well your surge brakes are going to work with a WDH. No matter what type of equilizer bars are used, there will be forces preventing the surge brake actuator from working properly. Because of that, I switched my boat trailer brakes to electric over hydraulic and switched from drum to disc brakes as well.

As far as boat trailers being able to get by with a lower percentage tongue weight, that is very true. The main reason for this is because most of a boats weigh is at the rear of the boat, the axles on a boat trailer tend to be more rearward on the trailer, this adds stability and allows the boat trailer tongue weight to be closer to than 7% number.

A few examples from boat trailer manufacturers.

The Andersen WD is a great option for a boat trailer, it has chains that basically make a suspension bridge between the truck and trailer without unusual downward forces on the trailer frame. The brackets can be mounted on a single tongue so the chains are parallel. You can lengthen or shorten the chains to work around jacks and pullyspas well. It does have a built in mechanical sway control that can sometimes confuse the trucks electronic sway control if installed but unselecting that at the dash will let the hitch do the job. If you order it directly from the Andersen Hitches website they will drop ship it right to you. They even gave me a free shipping code to use at checkout 1592SG, give it a try, not sure how long it will work.
