Default Homemade Trailer Registration in PA

Anyone have personal experience registering a homemade trailer in PA? I've heard it can be a red-tape nightmare, but I've never talked with anyone who has actually done it. I have a 16 foot square stern canoe with a 4 HP outboard that is fairly heavy. I would like to make a trailer so I can back it straight into the water and don't have to lift it out of the bed. I have some plans together and I'm ready to buy the parts, but I don't want to get stuck with a trailer that I can't use if it'll take till October to get it registered.

If all else fails, buy the cheapest piece of crap off craiglist with a title......then do a switch-a-roo.

You have to take the completed trailer to a enhanced inspection station that can certify rebuilt vehicles. My trailer inspection cost $100, then you have to wait for the state to approve the inspection. That took a month.
