Explorer tow connections ?

Explorer tow connections ?
My 05 150 came with the tow package but I also have a 2000 explorer with the tow connection plug under each tail light . one with 4 wires (driver side ) the other with 6 wires . when I test each plug with test light there is no power . all of the lights work fine . Is there something I have to do to activate the tow plugs?

I found the trouble...just in case someone else ties to test the plug with a test light ...don't test between the plug and the truck . you wont get a light . you have to use the ground point in the plug to see a light .. anyway I thought I could clip to the truck and check the pins in the plug .WRONG
