Which is why I would suggest using a set of motors already designed to move the lights, the majority of the work is already done for you, just rotate 90*.

It can be done. A few build sheets on HIDPlanet.com

I'd be more interested in a headlight retrofit than adjustable headlights. I'm all about that color flicker.

Another way that it could be done is to first find out how much torque is needed to turn the screw in both directions. You can get a Digital RC servo, convert it to continuous turn, and adapt it to work with the screw. Then use a axis control with a gyro in it. It will keep the lights level, but the trick would be mounting it so that it would be able to keep the lights leveled.

WRX's and STI's have a manual leveling HID projector but it is not a bi-xenon. It has a separate high beam halogen.

There was a little rotory wheel left of the steering wheel that allowed you to adjust the level of the head lights. I literally have no idea why a WRX needs this but I've always wondered why they dont do it on trucks.

Off road rallies? Maybe it is used for racing at night.

My BMW had this as well. It's a common European thing and maybe elsewhere in the world because by law you need to have your lights pointed all the way down when driving within larger city limits.

Whenever you drive into a large city in Germany they have a sign that looks like a foglight icon with an arrow pointing down.

Sort of like this but with an arrow pointing down, and the lines coming out are further down:
