2023 XL with 4 pin but now towing kit.
I have a 2023 XL that came with 4 pin and no towing package.
I bought the hardware, the hitch receiver, but I can’t seem to find the proper wiring harness to add a 7 pin.
If anyone can help me find the proper 7 pin wiring harness as well as trailer brake controller, that would be greatly appreciated.

Why do you need a 7 pin...just curious. Generally speaking the 7 pin give you power for electric or electric-over-hydraulic brakes on a camper or boat or other trailer so equipped. If not towing a trailer like that, no need for anything other than 4 pin flat plug.
Will most likely have to go aftermarket, I already reached out to my dealer but the parts department isn’t very helpful and they’ve mentioned that OEM parts are all backed up for a while. People are lucky to get the parts that are pre-installed on vehicles, no extra parts are being sent out to sit as inventory.
For the harness I would try https://www.etrailer.com, I suspect if they don't have them you will either need to wait for Ford or make it yourself.
For the controller some Ford dealers sell OEM online, searching this form should get some names. Some aftermarket OEM clones people have had issue with. I would stay OEM, or a generic 3rd party like Prodigy, ETrailer would have these too.

Even if it takes months I would still go OEM.
The 7 pin plug connects to the trucks harness near the rear of the vehicle.
The actual brake controller may or may not need additional wiring under the dash. This I am unclear about because it seems some trucks have the wiring right there and some need a section of harness that plugs in.
You'll also need the fuse and hopefully it is already wired for that.
Again I would do your homework and go OEM. Youtube probably has videos of what you are trying to accomplish.
If I were doing this I would seek out a junk yard with a similar truck that came factory equipped.
