I tow a #7500 boat through the hills of KY on I-75, running between 70-75mph and I do not have any of the problems you are describing. Someone already mentioned tire pressure on both the truck and trailer and also brakes dragging will kill your effort.
Jack the trailer up and spin each wheel to check for drag. I had an older boat with a bad caliper and it was like night and day once I repaired it.

Try locking out your higher gears on a hill climb.

Haha this statement is funny.

You should be surprised because these trucks can pull way more weight (notice I said PULL) than they're "safely rated to tow". Again, I said PULL, I'm not talking about payload.
