Our County sheriff here has a couple of 11-14 F150 crew cabs and they have those aluminum wheels in the second picture. The explorers around here do have steel wheels.

If those Explorers are 2012 or earlier, they are likely SSV (Special Service Vehicle) Explorers. If they are 2013 or newer, they are likely Police Interceptor Utility's
