Or, I wonder if it's a 'kill switch' to not allow the step to be released/extended unless the tailgate is fully down?
I don't have the step, so I can't test/confirm.

No, the step works just fine. I haven't had time to contact the dealership yet to inquire but eventually will.

Since your tailgate has a torsion bar, & will easily bounce if left in the lowered position, the best I can come up with is the bracket keeps your tailgate from shifting to the side if you have it lowered while driving & hit a bump that could potentially raise & shift the tailgate enough to make it come unhinged.
When I changed my tailgate to the step version I added the bracket just for my sense of security, but I have read where many have removed it with no issues.

Bought them here on for $20.00 with free PRIME shipping.
Overall I'm very pleased with them. They are REAL glass so the clarity is 100% and they damn near look stock OEM the quality is that good. I've bought a few variations of convex side mirrors and always thought they sucked but these are worth the $20 and compliment the BLIS (Blind Spot Indicator Signal) nicely.
