tested ground with test light connected to positive battery side, tested 12v connected to negative. 12v to both wires on disengage side, 12v and ground to engage side. also i have constant ground to engage solenoid. even when switched to 2wd

So tested both contacts on connector to ground, and got power from both. I can't say, again not 100%, the solenoid on the newer models is controlled from the TransferCaseControlModule, TCCM. Sounds like something may be backfeeding through the ground.
What happened that made you check the solenoid?

bought the truck and the guy said the 4x4 worked, well its been icy here in NY, went to go put it in 4 normal relay click in dash, but no 4. checked all the vacuum lines, checked the actuator, they were fine, so i hopped on this forum and seen solenoid issues, so i replaced both, still nothing, so hopped on here again and read about testing the connectors for 12v and ground, so thats what i did, and now im in this position. haha ( also i get no light on the dash for 4x4)

Gotcha. Try posting here, https://www.f150forum.com/newthread....newthread&f=12, it's the maintenance forum, hopefully someone will read it and be able to help more than I. I'm just not familiar with your generation truck, even though there are some common problems. What you've got going on, points to backfeed from that TCCM, and it's possible for me to be totally offbase.

it sounds like your transfer case shift motor ... no 4H light on dash.. can hear the relay..all fuses are good. sometimes you can tap on the motor and free it up. you can lay under and listen while somebody you trust, selects 4H... should be able to hear the shift motor move.. once that happens the 4H light on the dash lights up.

Would that account for Jason having power on the ground side of the solenoid? The shift motor not making the 4X4 limit?

My 2016 super crew, 3.5 EB ...at the dealer for the 4th time with a low speed rumble. TSB done on the actuators...no change. New tires...no change. Dealer is clueless but calling in Ford. geez!
