Is the problem caused by the vct unit or timing chain wear?

Neither. It's caused by a bad phaser design which binds and causes the chain to stretch.

Metaldyne changed their design so the new phaser doesn't have the problem anymore.

Starts with a startup rattle, that then happens more and more frequently. Eventually leading to lost power, and then finally a p0016 dct.

Additionally, I had surging power under partial throttle (while merging on the highway), as well as a rough idle (felt almost like a miss).

Just got the call that the truck is done but they want to keep it for another day. The tech found a front pinion seal leak. I told the gal I am in no rush and tell the tech thanks for being observant.
