Time for a weep hole. A catch can gets the oil out of the breather line but thats not what's causing your rust. You're drawing condensation out of the CAC. Drill it. Your surge issue might go away as well.

Shouldn't have to, sure. I completely agree. However, the weep hole seems to be the only fix for it as nothing else has worked. Just drill it and call it a day...

Not sure what year or how many miles on the truck, but have you done the usual?

Plugs and boots?
Weep hole?
Checked the Throttle body for operation (doesn't always throw a fault code)?
