This reminds me of the tailpipe extension I put on my '78 Malibu to make it faster. It had a little finned prop inside that spun when I drove, to create a vortex to pull the exhaust out of the pipe, thereby making the car faster. Fortunately, that only cost 10 bucks back then. I say fortunately because I don't think it worked, but either way someone stole it.
