Try not filling up with the pump handle all the way open. A slower fill. I've been able to pump close to 30 gallons in my 26 gallon tank. I think the vent and baffle design of these tanks does not allow the fuel to get in the tank and settle as fast as the pump can pump it in to the tank.
YMMV, but I pump slow and can get 2-4 gallons extra fuel in the tank.

You are most likely filling up your charcoal canister and other emissions related crap. When I was big into VW TDI's we would fill the tanks with a bout 2-3 gals extra, and that would ride in the charcoal canister. Not very good for the environment because it saturates the canister but to each his own.
