On a Ruby Red tricoat, would you guys recomend painting the hood cap first seperatly and then attaching it to the hood and grille. Or would it be better to attach the hood cap to the hood first and then paint it?

Paint prior to install otherwise wrapping the top edge, side edges, and bottom edge would be basically impossible.

What about blending it to the hood so the piece is not too noticeable?

You def want to paint the cap off the hood, if you paint it on the hood you won't get good coverage no matter how well you tape it and you do NOT want to blend it into the hood. Id rather leave it unpainted than paint it installed...
