I remember reading somewhere that an aftermarket upgrader (like Saleen or the like) could meet noise regulations with their project car by using just the catalytic converters. There was an issue with exhausting out the sides or the back end, depending on how the regulations specified noise measurements to be taken.

On the other hand, the vehicle may not pass visual inspections without any mufflers, if required in your state. Here in MO, inspections are required to renew tags. So, another trick I've heard about is to put glass-paks on, drive the vehicle hard to get the mufflers hotter than the fires of hell and tarnation, then shoot water up the exhaust pipe into the mufflers. This was supposed to shatter the fiberglass. Don't know if this works for real or not.

It would seem that larger diameter pipes would produce lower frequency sounds, if that's what you're after.

At any rate, just tossing in my two cents worth.

To add to that...

People have also ran pipe straight threw that glass pack, so it looks like that glasspack is a muffler, but in reality it is just a facade in a way.
