I just got this here truck and am looking to do the 3 and 5.5 drop on it but being I have the black grille but the chrome on bumper I'm just a little indecisive on chrome or black wheels

I would go black. The only color I like chrome on is pearl white but that's just my opinion

Can't go wrong with chrome wheels on a black truck, just don't over do the chrome.

The chrome would be a better choice for your truck

Being that you are going to lower it, I would say chrome or maybe even a combination of black and billet. But the big question is, where do you live? Salt, snow and ice doesn't mix well with chrome or billet. I'm speaking from experience on that.
