Have you checked your ground connections? I have seen bad grounds cause this problem. Bad, corroded, or loose ground connections don't allow the right voltage throughout the system. The battery ground, battery negative to body ground wire, engine to body connection if you have one, etc. Connections to the coil pack, corrosion at the spark plug wire connections ON the coil pack, Check all connections first. If in doubt clean all of them.
Other possibles would be a bad fuel regulator. Also the fuel filter might need changing.
