Default 92 F150 Straight 6 overheating

Bought this truck 6 months ago. Had an overheating issue. Radiator was supposed to be new so I replaced water pump, thermostat, clutch fan, did a flush, only to find out in the end it was the radiator partially clogged. Replaced the old single core with a new double core radiator. I live in NJ and during the last "Polar Vortex" truck overheated due to improper anti coolant levels. Replaced the coolant only to have cold air continously blowing through the heater. I had a Fail Safe thermostat and it was stuck open so I replaced it with a new one. Truck is again overheating. The bottom hose and both hoses to and from the heater core are hot but the top feels cold. SO..... and ideas anyone? Possibly just a bad new thermostat?
