Default '11 F150 screw limited - lowering

I'm wanting to lower my back side to be even with the front. a couple of questions:

1) What do I need to do?
2) Will this help, hurt or be neutral for the performace (i.e. 1/4 m speed)

Check to see if there is a block between the axle and leaf pack, if there is, buy new u-bolts and take the block out.
