They are usually a high temp silicone rubber tube. The two nipples that come out of the larger tube, have an orifice between them inside the pipe. The tubes go to an EGR flow sensor, when the EGR opens the exhaust flowing thru the 2 tube can be compared and the PCM will vary the EGR opening for different operating conditions. If it opens too much you get hesitations, if not enough the eng. may ping. The sensor they plug into fail lots too.

HTH,
Les

I just replaced mine (98 4.6). The orange silicon inside deteriorates in time. About $8 each at Ford Dealership. your mileage may vary. Just be sure you get hi-temp hoses.
