If you want the most bang for your buck get a good head unit. Head units make a much larger difference than speakers will assuming the speakers are still in descent shape. You don't need to spend a ton of money on a unit either. About anything is better than the stock one.

This is very true. I first replaced my door speakers and was running them off the stock HU.. didn't have much difference. Replaced my HU with a Pioneer unit and the difference was unbelievable. If you are only planning on doing one of these two, replacing your HU is more important for sound quality.
