What , no sleeve ? Your tailgate is loose? I can't recall if mine came with a sleeve or I added one to tighten that up ? Perhaps I added one. Well anyway, that's what I did in the past. I'm pretty sure Ford uses sleeves that work like a shim to tighten them up. But, they're made out of PVC and breakable. I know I did something there in the past, I'll have to take a look; I think I sub'ed the PVC for a brass type bushing.

Perhaps they have girly arms or don't want to break a nail??

Biggest problem I've had with tailgates in the past (when I was a younger youngster) was bending them. I managed to U them after awhile..carelessness I expect. My loads would never stay still.

I didn't think you could add a sleeve to the bolt because the washer was captive one bolt. I haven't pulled it off to confirm that though. My Drivers side still has the bushing but passenger side broke off.

Made me an exhaust hanger today so no more twisted wire holding it up and it doesn't flop around anymore.
