Try cleaning or Wiggling connector.. A Multimeter will eliminate Guess Work..
What if the Connector is Bad? Swiitching the Sensor will be just a Waste of time.

Not questioning your knowledge but are you sure that's the only thing that could cause that? Just changed the tps with a known good one. Also did the test and observed that the tps is operating correctly

Everyone I've talked to says that it's electrical of some sort. Any differences from 98 to 99 that I need to address? Computer differences, sensors differences?

OMG! GUESS WHAT? They are All WRONG... Is TPS not Electrical?

Your making a Simple Problem Complicated. Seems like you Love Problem so much. If you just did I told you. PROBLEM SOLVED!!!

Seems like your buying somebody's Truck for a Very Cheap Price

With the TPS disconnected if you step on the Throttle, it will pull the cable connected in the TB that will allow more air to enter then intake will increase the RPM by burning Excessive Lean if the THROTTLE POSITION SENSOR is not working.

How to you make an A/T Downshift if the Gear Selector is in Drive? You step @ the Throttle. The TPS will send info to PCM which will be used to calculate how much more Fuel is needed and what Gear tranny to Downship. The TPS is main Direct Input of the PCM from the Driver.
Driver > Accelerator Pedal > Cable > TB > TPS > TPS Wire > PCM > TrannyShift
Everything is Electronically Controlled
COMMON SENSE!

Read my last three posts before this one again. I said everyone I talked to says it is electrical. It has nothing to do with downshifting because I can't upshift. I put the gear selector in 2 and the truck tries to move but won't go more than a foot and stops. Backup a bit and it will go a foot and stop. Like I said. The tps and connector checked out good. Changed it then ran the test with a multimeter

What do you think a TPS is Mechanical? TPS is a Electronic Device.

Did you backprobe it? What's the Voltage?

Not sure what you mean by back probe but I have the 5v reference. 12v ground. 1-4.5 volts smooth fluctuation signal wire

Just called the local salvage yard and had them check their interchangabiltiy database. Told me that 99 and 98 are not interchangeable. Can I swap the electronics through the pan? Would the 98 computer work?
