They don't really affect mileage at all. The one difference I have noticed is the cavitation isn't as bad when you have the windows down on the highway. They bolted right up. If your 98 has power and signal, there is a mirror option for that you just have to look at the details before you buy. You can get it with signal, power, and defrost. Had I had the time and had it been cheaper in the long run, I would've made the OE Dodge tow mirrors fit, but for the same price I ended up with a slightly more adjustable GM style mirror.
