Default Tow hooks on a 2wd help please

How can I mount the tow hooks on a 2wd frame? I just got the lower plastic valance with fog lights and tow hook holes. Do I need to drill a hole in the frame to mount em?

Taking a guess here but I think te holes for tow hooks are pre drilled on all are trucks. Just a guess. Cause I know mine is a 2wd 02 and my truck is pre wired for fogs and the connectors are all there and everything. Fuses too so I guess wholes are pre drilled. And there. Again that is my thinking and a guess.

If you don't have the factory hardware it will be nearly impossible to put them on with the valence on there. With standard grade 8 nuts and bolts and washers you can get them on there fine with the valence out of the way
