Pretty sure the rubbing isnt normal

No it's not. Harmonic balancer coming apart? Only other thing I can think of would be a worn thrust bearing.

Harmonic balancer is still in good shape, I think.

Dang! Is that the factory balancer/pulley? I've seen this happen once before (different motor) and it was due to a poorly made harmonic balancer.

Examining your picture of the cover a little more closely.... I'm almost thinking you might just have a bunch of dirt/grease/grime that has gotten trapped between the pulley and the cover. The pulley does sit pretty close to the cover as it is.

What does the bore of the pully look like? And the crank? post a pic of the end of the crank. Also check end play in the crank. Worn main bearings can cause excessive end play.

Yup that's the factory balancer/pulley like almost everything else on the truck.
