Default turn signals/ cruise control

I have a 2000 f-150, totally stock. frequently when I turn on the right turn signal the indicator on the dash fast flashes letting me know one bulb is not drawing current, it is the rear, when I tilt the wheel down and up again it works for a while. Also if the tilt position has to fully up or none of the signals work. Someone told me something about a ribbon cable inside the steering wheel. Anybody have any thoughts on this.... THX Jiarm.

sounds like an intermittant connection in the steering column. It breaks and reestablishes itself when you tilt the wheel.

My right turn signal does the same with the front bulb. Just neutralizing the switch and trying again often gets both of them flashing.
