Question Replacing '97 long bed. How's this rust look?

I'm replacing the long bed on my 1997 F-150. I found bed for $800 about 3 hours away. Matches my two-tone exactly and looks good on most fronts, based on about 12 pics the yard sent me. The only concern I have is on the underside of the replacement bed. The cross bars that actually attached to the frame look okay to me, but I can't figure out what that rusted panel is.

Any concerns from guys more knowledgeable than I am? See pics below.

Sorry for my ignorance. If it goes above the cannister, what's the implication? Problem or no problem?

That bed does not look good to me, especially for $800.

What would you consider a fair price for an 8ft bed that's in rust-free condition? Everything else about this bed is immaculate.
