Oil Filler is empty?
So, on my 2000 f150, 5.4l, if I shine a flashlight down in the oil filler, I can see bare metal down about 6 to 8 inches. No oil in sight, yet there is still oil on the underside of the cap.
can anyone confirm thats normal, or is that bad?

I'm confused. Our filters are only about 6 inches total in length and you see the bottom? How are you doing this? Is the filter in your hand when you are describing this? If you take an old filter off, it should be at least 1/2 pound heavier than the new one.
NOW the big question. WHAT BRAND of oil filter are you using? Some brands don't have an antidrain back valve worth anything, and the filter can be almost empty (mounted to the block design). The remote 4x4 filter ones are not so prone.

Oops, I think that somebody might have got "phoned". Maybe? Small print? He said FILLER, like where you put the oil in, not filter. The question is odd and nonsensical enough that mentally seeing "filter" is reasonable. He's looking down his filler port to see where the oil is.
The oil drains down that tube, the one with the filler cap on it, to the oil pan. You measure how much oil is in the oil pan using the dip stick. The dip stick has a little round handle on it, attached to a long strip of metal with marks on the end of it that indicate oil level.
Edit - or you were being so humorous that I missed it. Still new...

I am taking it he is looking down in the filler hole on the cam cover.... and no, the oil level should not be even CLOSE to that high.

I have never shined a light down my filler neck when my engine is running. Or even when it's not. But on some Vehicles you can see oil circulating while the engine is running through the the filler on valve cover. Perhaps that's what he was alluding to?

I've never shined a light down the filler on a 4.6, but I have on a 302. I can see oil up there when it is or isn't running (obviously more when it IS running). Honestly though, does the 4.6 not have a baffle in the cover? My 302 had one, but I cut it out to clear the 1.71 roller rockers.
