That is actually the PCV valve and it is of the heated variety. On some of these the PCV valve is on the throttle body adaptor and not the valve cover. Coolant lines would've run to those little pipes. Someone probably replaced the hose that the little lines run off of with a coolant hose for a truck with non heated PCV and just left them blank. If there is no running concern I would just leave it be. You should however replace the short section of PCV hose before it falls apart and gives you a massive vacuum leak.
Nope , that there is NOT a PCV valve...similar but no. That's a by pass fitting for coolant by pass lines. Yes, it's part of the cold climate systems but not the valve version. The 4.2L's use the valve versions and some V8's use a wrap around version...but that's not one of them.
Where it connects in front. This particular manifold valve has since been resigned by Ford. It will look different. However the by-pass coolant line remained the same.
No problem. Just know those are coolant lines and tap that system. If it's not leaking in front or at the rear of the motor the by-pass has been corked.
EDIT -Also note as it can be a little confusing: Only heater hoses 8A505 and 8A577 carry coolant. Hose 6C324 does not and distributes just the heat from them to the PCV valve and IAC. So they don't ice up in the winter. Ford has a few designs of this system, easy to get them mixed up if unaware. I've seen this one on some of the 5fours.
If you experience sub zero temps, Or if the truck will sit often in below freezing temps I personally would repair it correctly.
