Is this clear indication of bad fuel pump?
It is a clear indication the fuel pump is not working properly.
The fuel filter may be clogged.
The fuel pump pickup may be clogged.
The fuel pump relay may have bad contacts.
The wiring/connectors to the fuel pump may be corroded.
The fuel pump may be worn out and sticking.
To eliminate relay, wiring, connector issues you could try running a jumper wire direct from the battery to the fuel pump. (Or from the battery to the fuel pump side of the Inertia Switch which would bypass most of the wiring.)
When first turning the Ignition Switch to Run the fuel pump is turned on for a few seconds to prime the system, then turned off.
When Start is selected the PCM checks for all the inputs needed to run the engine, then fires up the fuel pump.

I was wondering if you found out what your issue was. My 1999 4.6 has been having intermittent starting issue the past month (fuel pump priming sporadically). I finally wouldn't prime this past Friday and left me stranded at the grocery store. Towed home.

Too late now, but if you find yourself in that situation again, hit the tank with something. Yea you can bump start a failing FP when they are going out normally....they begin to freeze up, smacking the tank frees them up and gets you back home.

Sorry for the late reply. I tried all the tricks. It ended up being the fuel pump. Changed and all is well in the world.
