Question horn trouble

When my truck is turned off my horn works but when I turn it on the horn doesn't work. What's wrong and how do I fix it?

ok off topic, but i figured id share

i was in rush hour, bumper to bumper traffic on a local interstate one night coming home, some douche cut me off forcing me into the shoulder, i layed on the horn hard, and when i took my hand off, it stayed on! lol
traffic was moving about 4mph, so it was a bit awkward to say the least with everyone staring at me, i put both hands up as to show i wasnt honking anymore, and it eventually stopped after about 10 seconds. gremlins

Today my horn started going off when I pull down on the steering wheel to adjust it. Once it's locked your fine but down too far and I get a honk, frustrating.
