Didin't the older Expy's have them ? Maybe it was just the Navigators.

My 98 Expedition does not.
However my 98 Mountaineer (which is an Explorer, pretty much) did have a light - think it said "Speed Cont". Always thought it was weird how some models got it earlier, especially when the cluster was majorly updated in 99 for the Gen 10's.
