You could just buy a wall rack and secure it to your tool box? Something with cut PVC to set the bottom of the rod in? Don't know how you could put that on your tool box without drilling a bunch of holes in it.

I got mine off of an old Bertram and just got a grinder and cut them down to fit on the toolbox

But if you want to see some serious rod holders you need to look up Tunaslayer. He has a good set up

Default Tool box fishing rod holder

I was looking for a way to mount my rods on the inside of my tool box and found nothing on the net.
So I went to lowes and bought me Velcro strips and some aluminum tubing. I cut 4 pieces aluminum tubing down to fit under the tool box lid. Then I cut slots in the aluminum tubing where the Velcro could fit. I used all aluminum where there would be no rusting. And the way I mounted the aluminum tubing I simply used aluminum rivets.
Now I will have my fishing poles with me at all times.
