Has the gauge ever worked right? No way to tell if it's the gauge or the sender.

You can test the sender when the tank is out. The float changes the resistance as it moves.

Could just be a bad gauge. I had a ‘94 Ranger I swapped an Exploder tach cluster into. The voltmeter gauge occasionally would turn all the way up and left passed the low mark. Flick the panel with a finger and it got unhung back towards the middle. Those sections swap out, so if you find a loose section for grabs…I’d try that first.

Not if the '95 gauge cluster can do this, but there is a test mode for the cluster in which the gauges will do a "sweep". Non-working gauges would fail the test.

PS This is the group for '97 to '03 models.

Actually, if the needle doesn't drop to below E when the key is off then there's a problem with the gauge. If it always shows full, key off or on.

If it goes directly to full when the key is turned on there could be several causes.

Just occurred to me.

That sounds like a gauge problem.
