Default Heater/AC fan speed has high only

My '97 F150 has lost all the fan speeds except high. What has happened? One of my buddies thinks that I've lost a resistor bank which steps down the voltage for the lower speeds. Is he correct? If so, where can I locate this part under the hood. Do I need any special tools or tricks to replace the necessary parts?

It's under the dash behind the glove compartment. Resistor pack is about 12 bucks from Ford IIRC. No special tools needed to replace.

Thanks I checked the forums last night and found some helpful information. I have been dealing with high only on the blower moter for heat and air. Who knew $21 could have fixed the problem all along?! Thanks ya'll
