Default I hear a whistle on my right passnger side.

When i lower the window, and i am slowing down to a complete stop, i hear a whistle either its my rear right wheels doing it, or its my front right wheels.

Is the whistle normal? and i just got new rotors and brakes, and brake fluids about 2 months ago for my front brakes.

does the pitch of the noise change as the vehicle is slowing down?

i doubt its your brakes. my rear end was making a "howling" noise when i would take off and slow down and my rear end ended up locking up. i broke the locker and the gears

How many wheels do u have on the right front and right rear? Rewrite. It's either a brake pad rotational noise (apply brakes when you hear it and see if it changes) or maybe an outside mirror (wind whistle), or an engine vacuum leak! Try the brake thing and let me know..

You probably have had your rotors just machined or a bad set of new ones as it sounds like you have a "herringbone" finish on them which will cause this noise.
