hard starting in the bitter cold
My 98 4.6 2v has been having some starting in the cold (15* or less). It will fire up in a couple of cranks, and then die I'll do this two or three times and then tap the gas to get the rpm's up and then it runs fine. I believe the previous owner said that he put new plugs in and I think that was about it. He told me, and I noticed it too that there would be a slight misfire when it's raining out. Not sure if the two are related.

Driving the wheels offer
no codes from the ecu ? how do the spark plug boots look ? if they are cracked it might contribute to misfire during wet weather

Have a look in cylinders 3 and 4 spark plug holes. I bet you've got a leaky seal on your hood allowing water to congregate in a spark plug hole. Could also be on cylinders 7 and 8, but I usually see it in 3 or 4, personally.

Clean the IAC, MAF and throttle body (air holes behind butterflies clog up and don't let the heavy air thru correctly). These are the main cold start problems in Alaska weather with the Fords. Fords are usually the very best cold to extreme cold for engine start run-ability..
