"They'll" - again, huge generalization, there are thousands of cops in CA, I doubt you know them all.
The idea that a cop is going to 'respect' a nice vehicle that is illegally modded, meaning ignore the illegal mods, is a funny one.
If you're driving down the road with multiple violations like black tinted window and a sticker on your windshield in a state where tint is illegal, chances are yes, you're going to be pulled over. That's their job, not sure why you would assume someone has to act like an idiot for a cop to do his/her job, seems to have struck a chord with you, sorry.
Little infractions like window tint or a license plate light out (very common) are the stepping stone.

And that second part, about 90% of cops breaking laws without getting in trouble, that's new information to me, I've never heard of such a thing! I can't imagine that corruption exists in any police force, especially in Florida of all places![/sarcasmfont]

Sorry that I struck such a chord with you in my first post about cops using silly things like window tint and license plate lights as a reason to pull people over an violate their civil rights, for most people that don't have the luxury of having a family of cops, while entering the police force ourselves, that's just reality.
