Im suprised the comment you made about it slowing down going down a hill when you let off the gas didnt throw a red flag with anyone. I have a 99 f150 4x4. When Im going down a hill and let off the gas it accelerates. The truck free roles really well. Also the front tires shouldnt be than hard to turn when the trucks jacked up. Once you turn them they should free role atleast half a rotation. So you have some major resistance either in the bearings brakes or front diff. Have you checked to make sure the transfer case is disengaging?

ive narrowed it down and I have reason to believe the front diff isnt disengaging.

it I jack up one side of the truck and leave the other on the ground, then the side thats up the tire wont turn at all. any Ideas as to whats causing this and what should I do, open the front diff and take a good look and get a gaset?

I would check the vacuum lines on the passenger side of the truck. They're red and blue and run from the fire wall down to the actuator on the passenger side of the diff tube.

Try u-joints, they are known to cause a wobble at lower speeds because of the slop in the driveshaft. They will balance themselves out as speed increases. If it was a broken belt in the tire you would see a bulge in the sidewall. If it was something in the front end it should of been noticed by now. Could be bent leaf springs but unless your doing major off roading or had a wreck that is unlikely.
