Is this mainly on a cold engine or is it happening every time you restart? Sounds like fuel pressure is bleeding off or maybe a weak pump. Have you checked fuel pressure?

sounds like your starter is going bad. Mine did this for ages, and finally quit. Put a new one on, and BAM! Instant starts.

EDIT:

If it's turning over fast and fine, and doesn't want to catch, it's most likely your fuel pump. If it's sluggish and acts like it doesn't want to turn over, or turns over really slowly, then it's the starter.

Try turning the key to the "on" position about 5 times before you try to start it. This gets the fuel pump engaged. If it keeps starting well after this, then you have a fuel issue (draining back to the tank).
