Default 02 f150 Cranks, but won't start

I have a 02 F150 with 5.4L Triton. It will crank but will not start. (It will start if I spray starter fluid directly into air intake.) No power to the fuel pump. Also the odometer reads all dashes, but the theft light comes on for a couple seconds and goes off as you would expect.Other gauges seem ok. Here are the things I have tried:
Changed out battery just to be sure of correct voltage. Pulled and checked ALL fuses with meter. Replaced PCM and Fuel pump relays and made sure power was getting to PCM relay. You can hear them click when the key is turned on. Checked the inertia switch. Replaced fuel pump and fuel filter as I never heard it come on so figured it was dead (what a wast of pain and $$$!!!). The only thing I can think of left is a bad PATS, or a bad instrument cluster. Either one is costly as I will have to have it towed, or trailer it, to have the computer re-flashed. The cost of a new key lock cylinder and keys is about $75 for the part alone, and the cluster is about $425. Can anybody shed more light or offer any ways to determine which one, if either of these is the real issue? I am not the most electrically inclined, but I can read schematics, and use a meter.

Why not build your own truck , piece by piece ?

So the FP works now, you never said ? What's the pressure ?

Important, -Are you absolutely sure it will fire with starting fluid currently ?

It has to be flashed on an 02 after a PCM R&R.

However, the fact you can get to fire with starting fluid defies all programming. Meaning your post does not make sense...impossible. So I have absolutely no idea, never heard of this...very strange.

Brew, is it possible he lost the ground or CAN signal to the injectors and they're just not working?

EDIT: Per the 99 wiring manual they are all tied to splice 127 to the battery junction box.

Yes , but that might of been the original problem. The original problem may have been simple a bad crank sensor. It fairly common. But NOW, he has a different problem. PATS and PCM aren't jiving and they won't until programmed. However something is totally not right here, the engine fires. So he needs to explain this better.....like I said, impossible.

It will only run while spraying starter fluid in the air intake. I guess I didn't make that very clear.
There is no fuel pressure as the fuel pump doesn't come on when the key is turned on. I hear the relays click under the hood, but nothing from the fuel pump itself.

What's not clear, now anyway, would it run before the new PCM w/starting fluid ?

Regardless, it's not going to run until the new PCM is programmed w/PATS key. Dealer or Forscan (with the proper license).

@Jbrew I don't think he has a new PCM. When he wrote "Replaced PCM and Fuel pump relays. . ." he's referring to replacing the PCM relay along with the fuel pump relay. I wonder if he's getting ignition from compression with the highly volatile but low octane of his starter fluid? The engine running may mean nothing.

This is correct I have only replaced the two relays. I have not replaced the PCM itself.
So far the only parts I have replaced are the PCM relay, fuel pump relay, fuel filter, fuel pump, and swapped out the battery.
