Default Egr problems

What tells the egr to open? right now truck idles fine and goes down road just fine runs perfect but if i travel slow down a back road or turn a corner rolling at 1500 rpms +/- 200 the engine runs real rough. Get into the gas and its fine let off and its fine. Narrowed it down by checking vacum leaks all over tnothing. Un plugged green vacum line of top of egr valve and truck goes back to normal and doesnt chug at all at 1500. My question is what is telling egr to open so soon? or am i thinking this all wrong and it is suposed to be open then? I didnt think it openend till highway crusing speed. I assume the valve and sylinoid is good because when i unplug the green line it shuts off and runs perfect. The exhast is gutted and therer is no cats anymore. This was done 2 yrs ago and no issues till now so i dont think its that. NO new codes popped. PLease help! shuld i just say **** it and run without egr or will this make my MPG suffer greatly

Egr is only activated and deactivated with vaccum. So more throttle more vacuum

The EVR solenoid regulates the flow of vacuum to the egr valve. It is near the front of the engine with two vacuum line attached

Also check the two smaller rubber lines running from the exhaust to the EGR differential pressure switch. They have a tendency to become clogged.
