Get under it, push it up and tighten it.

They are vertically on top of one another on the left and right side of your bumper. (On the underside)

If you look for them, you'll know exactly what you need to do. Mine was loose the day I bought it. it took me longer to find the socket I needed to than to tight them.

If you get underneath the truck and look where the frame rails meet the bumper there is a bracket. There are 2x 19mm nuts that hold the bracket on each side and 4x 15mm bolts that hold the bracket to the bumper on each side. If you loosen the 2 nuts on each side there is about 2 inches of adjustment built in. This should get you straightened out. FYI- this is a two man job, you need to hold the bumper where you want it while tightening the nuts.

It's a lot easier with 2 people. I was trying to be as informative as possible. Take it however you want. I just did this exact job Wednesday last week.

If the bumper was completely off, I'd probably agree but if it's just loose and crooked then all he needs to do is loosen all 4, push & hold up with one hand and lightly tighten with the other. ..then switch to the other side. Get out from under the truck (Or I guess have a buddy) eye it's level. Then tighten it the rest of the way.
