Default Computer, Cruise, 4x4 issue. Related?

hey there, I have a 99 F150 and for the past year or so my check engine light hasnt ever come on and there is no communication at the port. I have no cruise control and the 4x4 doesnt work either. I was wondering if they were all or partially caused by the computer having some issues. I was wondering where to start as I am in desperate need to sell this truck! Thank you!

Check the ground strap under the cab right under the passenger side door.

The brake lights are working just fine. I've checked all of the fuses, i cant figure this one out. :-/

No I havent been home, stuck doing work stuff but i will be back home this evening. I tried to send that last post through my phone but it apparently reposted it a few hours later! Thanks for your help, i will check that strap tonight!

Sounds like a bad gem module or a bad fuse panel inside the cab. The GEM controls all of those things.

I have checked the ground strap and it seems to be good...removed and cleaned. Still not working. Do i have to disconnect the battery for some time? Is there some memory stored that I should drain somehow? I seem to remember some way to delete all the stored memory manually.
