Default chirping even with belt off

Hey everyone, so about a month ago this weird chirping noise arose, wasnt constant just happened here and there when driving, i replaced the alternator, serpentine belt, and tensioner, and no luck. I then brought it to a mechanic who ran it without the belt only to find the noise still happening, well they thought it was cylinder heads (whcih were rebuilt only a year and a half ago) so i brought it into the place who did my cylinder heads. They took a look at it and of course the noise did not happen for them, but they said from what they could see it ran just fine. On the drive home the noise started again only worse. Anyway my neighbour thought it was the crankshaft seal maybe, seeing as the crankshaft is the only pulley moving when the belt is off and the trucks running, so i checked and i can see a tiny almost o ring looking rubber piece almost looking like popping out squeezed in the crankshaft pulley, just barely popping out though. Could it be that? anyone have any ideas? also, completely unrelated to the noise, the power steering pulley has a little bit of play back and forth, not much, is that normal??

really sorry for the long essay here just so stumped and have been for a few weeks now and would seriously appreciate some help!!

thanks guys.

Take a long screwdriver and put it on the crankshaft and put it to your ear- this will confirm the noise. Harbor freight has a perfect one for like $5. I wonder since the heads were just done if it isn't something with the chain or tensioners. However I have never had one of our engines torn down that far- yet. 4.2, 4.6 or 5.4?

it is the 4.6, when you say put it on the crank shaft, you mean like rioght beside the pulley on the crankshaft?

Yeah, sit it as close to the pulley as you can on the front cover. I suspect it's chain noise as I have never really encountered a crank seal making noise. Maybe it's a cam noise...

the mechanic pulled the valve covers and took a look around, said everything was okay around there. I have heard it could be not the actual oil seal on the crank shaft but the harmonic balancer damper, the little rubber o ring looking thing, the pulley rubbing on that. I can almost see it popping out aswell. But it could go 45 minutes before it starts making this chirp noise, yet righyt from start up the truck whistles throughout the entire drive

The only way that pulley would make noise is if that rubber is broken ad the two pieces of the pulley separate. Which if it does that, it usually doesn't take long for the outer ring of the pulley and the belt to fly off. I would try a different mechanic, if they screwed the pooch they may not want to fix it.

Hey just a thought- is this thing manual by chance?
