Default '99 automatic trans questions/ issues

Hey all,
The trans on my dads plow truck for has been acting weird lately, from a dead stop the transmission wont engage and the engine revs freely. It eventually will "catch" but is very unpredictable. There is leak occurring from the transmission area but I can not determine if it is coming from the trans itself or this tube that is not connected to anything, I have looked around and can't seem to find where it would/ should go to. Im gonna assume that these issues are related. At first I thought that the tube would just be there as a way for pressure to be released from the system but after looking at some diagrams I cant seem to figure out what it is. Would appreciate any form of help or advice, this truck has been amazing to our family and would hate to see it die. Thanks all!

The tube you see is the water drain for HVAC system, it doesn't connect to anything. As for the fluid it could be from a common oil leak from the head gasket. Try to wipe the fluid off to check the color and smell it to see if it smells like engine oil or trans fluid. Also check the trans fluid dipstick to see if it has enough fluid, as low fluid could cause the problem you're experiencing right now. To check it drive the truck around until it gets up to operating temp and then put the shifter through each position for a few seconds while holding the brake. Afterwards you can check the fluid level.
