It's a noticeable difference.

Depending on the year, the 4.6 outputs 220 - 231hp.
The 5.4 outputs 260hp.

And has nothing to do with the 2v 10th gen truck (the 11th gen 3v is 300 HP from 2004-2008, then gets a bump to 320 HP fo 2009-2010).

As for the 4.6 vs 5.4, both are solid engines. The 4.6 does well for most, but the 5.4 has more hp and a lot more low end torque that the 4.6 and does better for towing and hauling (but again, the 4.6 will be fine for most).
The are built on the same basic block, just different stroke.
The biggest issue with both these motors is the poor spark plug threads (fixed in late 2002) that can cause the plug to shoot out if not torqued properly. Plus they both get horrible gas mileage (but were designed when gas was $1 gallon and nobody really cared about fuel economy in a truck)

The 5.4 is a taller and wider block than the 4.6 as well.

The 4.6L, = Good for the typical grocery getter or a taxi.

The 5.4L, = Is when a truck becomes a man.
