If one company lists a tire that fits a rim width of 7-8.5", does that mean all tires with the same dimensions will fit that rim sizing or is it dependant on manufacturer?

It's pretty much universal to that size. Give me a minute and I'll see if I can relieve your headache a bit.

Ok I was spinning some numbers and if it were my setup I would go with a 265/60r18. They are approved for a wheel width range of 7.5" to 9.5" and are right in line with your stock height so it won't need any speed calibration.

No problem man. Just keep in mind different tire companies actual tire heights vary even in the same size so be sure to check the specs tab halfway down on tire rack, if you are ordering from them, and make sure it's close to 31" outside diameter.

Will -12 offset be an issue with 265/60r18?

You will still be fine I do believe. Wouldn't go any deeper offset though.
